You read it and go back to where you were, so it takes the one overlay: bottom-anchored on the phone, right-anchored on the desk. When there is something new, the alert carries a blue dot. It never shows a count. Every row is a way into the thing that happened. Marking rows read and clearing the list only change this list. The record stays in the binder.
New rows sit under their own header and carry the dot. Opening a row marks it read. The pinned action marks the rest and says how many it covers. Anything waiting on you gets a waiting marker, and nothing gets the word urgent.
With nothing new, the dot leaves the alert, the New header goes away, and the pinned action becomes Clear. A row that still waits on you keeps its waiting marker when read. Reading it does not answer it.
Clearing takes effect at once and asks no question, because it removes nothing from the binder. The way back is pinned where Clear was, and it stays until you close the sheet. The empty state itself carries no action, because the list is finished. Rows still waiting on you are never cleared. They leave the list only when they are answered.
A new house has no history, and nothing is missing. The list says what will land here. The way into choosing what reaches you is the ghost button at the foot, as in every state.

The list is on the phone, so it still opens and still marks read. The callout says what still works first. The as-of line at the foot says when the list was last brought up to date.
A row can outlive what it points at. Here a change order was withdrawn after it was sent. The row stays, and its caption names the change and who made it. Opening it shows the withdrawn order, never an error page.
The alert is the second utility in the desk bar, next to search. It opens the same sheet as 1a, anchored to the right at 480px and full height. The house behind it is held to the 340px strip that stays visible, so its markers are not hidden under the scrim. The open sheet covers the bar, so the strip below shows the bar on its own, with and without the dot.
